Board of Supervision poor relief appeals

The Board of Supervision was established under the 1845 Poor Law Act. One of its tasks was to hear appeals by paupers against inadequate poor relief granted by Parochial Boards. These appeals were recorded in the Board of Supervision minutes. Cases were often heard over an extended period. The minutes may contain a variety of information, including about other family members, medical conditions and other circumstances. For more information about these records, see here.

  • £3 for a single minute
  • £6 for up to 3 minutes for a single case
  • £9 for any single case with more than 3 minutes (some cases have as many as 8 minutes)

Sheriff Court paternity decrees

Single mothers often took the fathers of their children to court for child support. Such cases were known as filiation and aliment cases. The court could order the father to provide maintenance payments to the mother. If the mother won her case, the court would issue a decree, which would allow the mother to enforce payment of aliment. We have indexed all the records of such cases held by the National Records of Scotland from at least 1855 to 1880, and can provide digital images of the records. Rolls of Male Heads of Families

In 1834, the General Assembly of the Church of Scotland passed the Veto Act, removing the absolute right of landowners to appoint ministers to their parish. The Act gave male heads of families who were communicants with the parish the right to veto the appointment of a new minister if a majority of them objected. To this end, the Assembly instructed kirk sessions to draw up rolls of the male heads of families in each parish. We have transcribed the surviving rolls, and are publishing them here. They are significant as they pre-date the earliest nominal census, which took place in 1841.

Details: 'The Treasurer stated that the meeting was called to take into consideration The case of persons dying in Queensbury house, whom the Surgeon wished to be interred in this parish. The Treasurer reported that he had sent the Recorder to the Surgeon of the Hospital to inform him that persons belonging this parish would be buried at the expence of the parish, & all others by the parish to which they belong. To which he received no reply.
The Recorder being called in could give no explanation of the matter.
The Committee prohibit the Recorder to bury any in the Church yard except such as belong to this parish, nor any from any other parish who died of the Cholera, & direct the Treas[ure]r to call a meeting of Session as soon as convenient for the ministers that their opinion may be obtained & that final orders may be got on the subject.'

The session elect Mr James Morton one of their number to represent them in the Presbytery of Edin[burg]h & Synod of Lothian and Tweedale for the current half year. They also elect Messrs McLauchlan Cushnie Hunter Greig Arnot Wm. Christie & Rae as the Treasurers Committee of advice. The Session also elect Messrs Mullo Arnot Wm Christie, John Christie, James Morton & Revd. Dr Gilchrist as the Sessional Committee along with the Treasurer, the two at the top to retire half yearly & the Treasurer to be convener.'

which requisition having been read, it was unanimously agreed that the minutes of Session of date 27th December 1788 & 15 Jan[uar]y 1759 should be read, It was moved by Mr Mullo & seconded by Mr John Christie, that the Revd. Mr. John Clark minister of the Chapel of ease New Street, a Gentleman well known to the congregation for his zeal & attention to his ministerial duties, should be supported by the votes of the Session, & warmly recommended to the choice of the other publick bodies in this parish. Mr. Greig moved that no persons names be mentioned, untill [sic] the meeting of the publick bodies be called, which motion was seconded by Bailie Robertson, & it being agreed that those who vote for the motion of Mr. Mullo, and those who vote for the second vote for the motion by Mr. Greig. The Roll having been called & votes marked 12 voted for the first motion & 7 for the second, wherefore the Session did and hereby discern in terms of the first motion.
The Session direct the clerk to send an extract of this minute to the Magistrates, Convener & the Deacons of the different Incorporations, & likewise an extract of this minute be produced at such general meetings of Heritors , & of other publick bodies , as may afterwards be called on this business.
It was moved & seconded that Mr Mullo be appointed to represent the Session as Heritors in the parish, at all publick meetings of the publick bodies appointed to be held, for the purpose of electing a second minister , & at all subsequent meetings, & to subscribe a call of presentation to the Minister then elected, & to take all legal measures to render the same most effectual.
It was moved & seconded that Mr Greig should be appointed for that purpose, it being agreed that those who vote for Mr Mullo, & those who vote for the first motion, vote for Mr Mullo, & those who vote for the second, vote for Mr Greig, & the Roll being called & the votes marked 13 voted for the first & 6 for the second.
The Session appoint Messrs. Hunter Kennedy & Rae as a Committee Mr Rae to be Convener to examine the papers produced according to the list docqueted by the Moderator, & to have a regular Inventory engrossed in a Book & Copy what they may consider necessary in the same Book. & likewise, to consult with the Magistrates as to the steps of procedure if they be so called.
